Águas de Votorantim

In June 2012, Águas de Votorantim was tasked with supplying water and treating the wastewater produced in the city of Votorantim, in São Paulo. At that time, only 62% of the population had their wastewater treated and the water supply system had a flow rate of 400 liters per second (l/s).

Today, 99% of the population has access to treated water, and 92% of the wastewater is treated.

The city received a Water Treatment Plant that treats about 33 million liters per day and three wastewater treatment plants that process 18 million liters per day. The goal is to universalize wastewater treatment in the coming years.

Over 30 years of concession, the company plans to invest more than BRL 90 million in the city, and BRL 22 million of these were pledged in the first years.

The company is made up by the shareholders of Grupo Águas do Brasil and Sistema de Gestão Ambiental (SGA).

In June 2012, the Águas de Votorantim pool of companies, formed by Grupo Águas do Brasil and SGA Sistemas de Gestão Ambiental, was commissioned to take care of sanitation services in the city of Votorantim. The utility company Águas de Votorantim, which began operations on June 18, 2012, committed to invest BRL 90 million over the 30 years of its concession agreement in the upgrade of water and sewage services in the city.

To make sure the company would abide by the local laws, the Regulatory Agency of Delegated Public Services of Votorantim (AGERV) was established by law.
To start operations, Águas de Votorantim invested BRL 2 million in the construction of a modern customer service center, a new operational office and in the purchase of state-of-the-art equipment.


The company set up a new 500-cubic meter reservoir in the sector that supplies water to the Itapeva area. The Central WTP pumping station had its two sets of motor pumps replaced to increase the water flow to the Parque Bela Vista reservoir, which in turn received a booster to improve water supply in the area, maintaining a stable water pressure along the water pipelines that supply the households.

Two new steel reservoirs were built at the Central WTP, which received a large modern laboratory and had the primary power and water catchment buildings fully renovated.

In the sewage system, chemical sprinkling equipment was installed and the preliminary treatment facility was covered, which reduced by 90% the odors from the Guimarães Wastewater Treatment Plant (WWTP).

At the Novo Mundo WTP, some drying beds were renovated and the aerators control panel was replaced. In addition to those, the company installed macrometers in the untreated water catchment tanks to control the volume produced and improve the analysis of water waste.


The company interconnected the new steel reservoirs in the Central WTP, which supplies water to 70% of the city. With this increase, the plant’s water storage capacity went from 2.8 million to 3.8 million liters.

Some critical equipment was replaced and installed in the Central WTP supply system and these improvements support a better distribution of water in the city. The company built a treated water distribution pipeline system in Cubatão, benefiting all the local households.

At the Guimarães Wastewater Treatment Plant (WWTP), lamellar modules were installed in four tanks to support the settling of organic matter in the wastewater. The air diffusers that supply air and oxygen into the sewage during the treatment system were serviced, treated effluent collecting pipes were replaced and an activated carbon filter was installed.

The utility built two biological filters at the Ossel and 31 de Março Sewage Pumping Stations (SPS) to minimize the odors from the units.


The company replaced the Central WTP power switchboard by a modern board that offers greater electrical safety to the unit’s equipment. Some other improvements were made to the site’s treatment system, such as the replacement of the settling tank lamellar modules and the flocculation tanks support bases. These projects guarantee the quality of the water distributed and speed up the treatment process.

The Vila Irineu water main was built to boost water supply in the Vila Nova and Vila Garcia areas.

The utility also implemented the project Quality Pickup Points, set up at strategic spots in different suburbs to pick up samples taken by the company’s teams to monitor the quality of the water distributed in the city.

In the sewage operations, the Fornazari trunk sewer was put into service, benefiting about 6,500 people who live in the area and in the near communities. As a result, the percentage of wastewater treated in the city increased to 92%. The company set up a new marine outfall near the Sesi school in Morumbi. This further supported the transport of sewage collected in the city to the treatment facilities.



One of the most significant constructions this year was the Dominguinhos reservoir, increasing the water storage capacity by 1 million liters. Several water supply units underwent a full redevelopment.

To increase the Votocel WWTP treatment capacity, the first stage of construction was executed. It consisted in removing sludge from the bottom of the aeration/settling lagoon and storing it in geotubes.

A modern Vacall truck was purchased to increase the cleaning efficiency at the sewage pumping stations. The truck is equipped with a suction and blasting system that speeds up the work.

Several units of the sewage system also underwent a full redevelopment to improve infrastructure, safety and the environment.

This year, the utility started its touring customer service, taking to the local residents the whole range of services provided at the customer service center.



Three new reservoirs — Jardim Serrano, Vila Garcia and Jardim Tatiana — were commissioned. The water storage capacity in each of these areas was increased by 500,000 liters.

The utility replaced chlorine gas for a more advanced chlorination system for water disinfection, as it is safer for both the teams in charge of handling the product and for the households around the water treatment plants. Three of the four plants are equipped with the new technology — the chlorine generator.

To further support sewage collection, removal and treatment in the central areas of the city, Águas de Votorantim commissioned the new Sorocaba River marine outfall, which worked in parallel with an existing one that was not handling the flow.

A video monitoring and alarm system was set up to increase the security of all administrative and operational units.

A kids’ area was set up to entertain the kids while their parents are seen at the customer service desk.

The water supply system in Votorantim is made up of four water treatment plants: The Central WTP, the Votocel WTP, the Votex WTP, the Novo Mundo WTP, and the Morros Well.

The urban area of Votorantim is subdivided into 13 wastewater settling basins. In general, mountainous lands, with deep valleys, are conducive to blocks of land being established between roads at bigger heights and valley bottoms. The sewage collected in each block of land is, due to these topographic characteristics, pumped up to the highest point to the Wastewater Treatment Plants (WWTPs).

The current system features about 400 km of sewage pipes, seven pumping stations and nine treatment systems, including six filter tanks and three WWTPs.

The Guimarães and Votocel WWTPs dump treated waste in the Sorocaba river. The Novo Mundo WWTP dumps it into the Ipaneminha creek.
